Synergies and Impact on Young People

Digital transformation shapes young people’s development, education, and well-being, impacting not only how they access information, but also how they think, interact, and form their identity. Recognising the urgency of these issues, the European Parliament’s Committee on Culture and Education (CULT) is preparing an Own-Initiative Report titled “Impact of Social Media and the Online Environment on Young People” (2025/2081(INI)).
At the same time, the European Commission’s Joint Research Centre is tasked to develop learning outcomes as part of the DigComp 3.0 revision. And while DigComp recognises the importance of well-being and provides essential guidance for the development of digital competences, it does not define when or how these competences could be introduced.
The HERMMES approach, co-funded by the EU, complements this by offering guidelines and a curriculum that is designed for children and young people, taking their developmental stage into account. The main aim is that they reach media maturity, the capacity to engage responsibly, reflectively, and critically with media across different stages of childhood and adolescence. In our view, digital competence and media literacy do not only consist of technical skills, but need to be understood as a broader pedagogical task, seeing how the presence of digital tools, AI, virtual reality, social media, and the whole online environment touches upon all areas of school and home life.
The aim of the event is to explore the synergies between DigComp 3.0 and the HERMMES approach, framing the context around the Parliament report on the impact of social media and online environment on young people. What is the role of education in this and what are the practical steps to implement it?
Expected outcomes
🔹 Stakeholder engagement: strengthening collaboration among policymakers, educators, and civil society organisations to help build media literacy and digital competence among children and young people.
🔹 Application of DigComp for children and young people: participants will gain insights into how DigComp 3.0 and HERMMES can be applied in educational settings.
🔹 Policy recommendations: generating actionable recommendations to inform the CULT Committee’s report and broader EU digital education policies (as part of the Digital Education Action Plan 2021–2027 and beyond).
